Emergency Declared in Marshall After 8″ Rain

On Friday night, July 18, Marshall experienced an extreme rainfall event that brought close to eight inches of rain within a two-hour period.
The heavy downpour led to widespread surface flooding, overwhelmed stormwater systems, and sewer backups across several areas of the city.
Among the impacted facilities was the Avera Marshall campus on Bruce Street, where water intrusion led staff to restrict non-emergency access.
Seven residents from the adjacent Morningside Heights Care Center were transferred to alternative care facilities as a precaution. Staff and emergency responders coordinated efforts to stabilize the site and assess the extent of the water damage.
In response to the situation, Mayor Bob Byrnes declared a local state of emergency.
This step enabled the city to mobilize resources in cooperation with Lyon County and prepare for additional support if needed. Officials clarified that the flooding was not related to the Redwood River, which remained within its banks, but rather due to the extraordinary amount of rainfall in such a short time.
City utility crews worked throughout the weekend to monitor and manage the city’s wastewater treatment system, which had reached capacity.
Residents were asked to limit non-essential water use—such as laundry, dishwashing, and long showers—to reduce strain on the infrastructure and minimize the risk of further backups.
Cleanup and assessments are ongoing, and residents dealing with flood impacts are encouraged to report damage through official city channels.
At this time, no additional severe weather is forecast at the same scale, but the city continues to monitor conditions closely.
Marshall officials thanked residents for their cooperation and patience as the city continues recovery and repair efforts following the storm.
City Temporarily Reopens North 7th Street; Detour to Return Later

Traffic is once again flowing on North 7th Street in Marshall between Erie Road (CSAH 33) and Kossuth Avenue, following a temporary reopening announced by city officials this week.
Although the stretch is now accessible to drivers, construction is still underway. D&G Excavating, Inc. will return in the near future to complete the final paving phase. When the next stage of work begins, a new detour will be established to guide motorists around the construction zone.
