Two individuals were transported to the hospital with non-life-threatening injuries following a crash involving a semi-truck west of Balaton on Thursday, according to the Minnesota State Patrol.

The incident occurred around 5:30 PM on Highway 14 near its intersection with Highway 91. Both vehicles—a 2023 Freightliner semi-truck with trailer and a 2018 Buick Encore—were traveling westbound when they collided.

The driver of the Buick, an 80-year-old woman from Lakeville, and the semi driver, a 45-year-old man from Winnebago, Nebraska, were both taken to Avera-Tyler Hospital for treatment.

Emergency personnel from the Lyon County Sheriff’s Office, Balaton Fire and Ambulance, and Tyler Avera Ambulance assisted at the scene.

New Policy Sets Guidelines for Service Animals in Lyon County Buildings

Lyon County commissioners have approved a new policy clarifying the presence of animals in county facilities, including the Government Center.

The updated guidelines prohibit animals inside county buildings, with exceptions made for service animals and law enforcement animals.

The change comes in response to questions from staff and tenants regarding the county's stance on animals in public spaces. While pets have historically been prohibited, growing awareness around service and companion animals prompted a review of existing rules.

The newly approved policy defines a service animal as a dog that is individually trained to perform tasks or work directly related to a person’s disability.

It also allows for miniature horses under certain conditions, provided they are housebroken and remain under control of their handlers.

Pets, therapy animals, and emotional support animals are not permitted under the new guidelines.

Commissioners discussed how service animals can be identified. By law, county staff may only ask if an animal is required due to a disability and what specific task the animal is trained to perform.

They may not request medical records or training certifications.

The policy was modeled after similar regulations adopted in other Minnesota counties and includes plans to post signage at public-access county buildings to inform the public of the new rules.

The fairgrounds are exempt from the policy due to the presence of animals during county fair events.

With a unanimous vote, commissioners officially adopted the service animal policy during this week’s board meeting.
