Highway 23 Bridge Repairs Begin May 12 Near Green Valley

Drivers traveling on Minnesota Highway 23 should prepare for detours starting next week, as construction begins on two bridges north of Marshall.

Starting May 12, crews will begin work on bridges over the Redwood River and Threemile Creek, near Green Valley. The project includes resurfacing both bridge decks, as well as replacing guardrails and approach panels.

The Minnesota Department of Transportation estimates the project cost at $1.5 million, with PCiRoads, LLC serving as the primary contractor. The construction will require a closure of part of Highway 23, and a detour will be in effect for the duration of the project.

Traffic will be rerouted via Minnesota Highway 19 and Lyon County Road 9, providing access to Cottonwood and other destinations along the affected stretch. The project is expected to be completed by early September.

Community Response Strong as City Hall Bar & Grill Relaunches

The City Hall Bar & Grill in Minneota is under new ownership, and the transition has been swift. Business partners Troy Schutte and Paul Begnaud took over the restaurant last month and opened for business the same day they received the keys.

Since reopening, the bar and grill has seen strong community support. The new owners say they’re focused on getting to know the Minneota community and delivering quality food and service.

The restaurant, located in the former Bubba’s Bar building on Highway 68, had previously operated as a cooperatively owned business.

It went up for sale in 2024, and Schutte and Begnaud saw it as the right opportunity to start their own venture. Both have prior experience in the restaurant industry, including kitchen and front-of-house management.

Schutte, originally from Dawson, has a background in farming but built his career in kitchens, working as a line cook, chef, and kitchen manager.

Begnaud, who grew up in Hastings and later moved to South Dakota, worked in both restaurants and construction before entering restaurant management.

The two met while working at a business in Madison, Minnesota, where they managed different parts of the operation.

At City Hall Bar & Grill, Schutte now leads the kitchen while Begnaud oversees customer service and bar operations. They’ve kept most of the existing staff and currently employ about 20 people, with plans to expand the team as needed.

Menu development is ongoing, with the restaurant currently offering a range of nightly specials along with staples like burgers, sandwiches, and appetizers. The owners also plan to gradually introduce new dishes, including steak options and cuisine with Cajun, Asian, or Mexican influences.

The name “City Hall Bar & Grill” remains in place, honoring the building’s history as Minneota’s former city hall. Historical elements, such as original jail bars and city blueprints, are incorporated into the restaurant's décor.

Interest in the restaurant has grown quickly, both in person and online. A recent announcement about new outdoor patio seating—available in the front and back of the building—drew a strong reaction on social media.

City Hall Bar & Grill is open Tuesday through Friday from 4 to 10 p.m., and Saturdays from 11 a.m. to 10 p.m.
