Marshall Aquatic Center Project Moves Forward with Lower Bids

Marshall’s plans for a new Aquatic Center took a significant step forward as the city secured more favorable construction bids in the second round.

On Tuesday, the Marshall City Council approved 17 separate bid categories for various aspects of the project, totaling approximately $14.87 million.

Voters had previously authorized up to $18.37 million in local sales tax funding for the project, with the total budget set at around $20 million.

The city also accounted for additional expenses such as land acquisition, decommissioning the existing pool, and professional services, including legal and community engagement costs.

Community contributions played a crucial role in the project’s funding, with $420,000 in donations already received and another $200,000 pledged. Additionally, the city plans to allocate $1.1 million in American Rescue Plan Act funds to support the development.

The council also approved the overall budget for the project, which came in at $19.17 million before factoring in other associated costs. Officials credited a redesigned, more cost-efficient facility and a competitive bidding process for the improved financial outlook. The revised plans reduced the overall square footage of the pool area and removed certain features to bring expenses down.

The city also enlisted a construction management firm, Contegrity Group, to oversee the bidding process.

Bids were opened on March 11, with 51 total submissions and eight local contractors participating. Officials expressed satisfaction with the competitive pricing and local engagement.

The new design maintains key features such as a zero-depth entry pool with play structures, a leisure river, slides, and a deep-water pool.

Structural components, including the pool mechanical building, restrooms, and concessions, have been consolidated on the east side of the site for efficiency.

The council’s approval included bid alternates that would add more amenities, such as additional water slides, a splash pad, a climbing wall, and extra spray features.

With lower-than-expected costs, officials were able to recommend moving forward with these enhancements.

In a series of votes, council members awarded bids for the construction and finalized the total project budget. With favorable bids secured and community support playing a key role, the Aquatic Center is set to move ahead, bringing a much-anticipated upgrade to Marshall’s recreational offerings.

Marshall Sets Public Hearing on Broadmoor Valley Closure

The city of Marshall is moving forward with plans for a public hearing regarding the scheduled closure of the Broadmoor Valley mobile home park. After the park’s owners issued a revised closure notice, the Marshall City Council set a hearing date for residents on May 7 at 5:30 p.m. in the Marshall Middle School auditorium.

Minnesota law requires the city to hold a hearing as part of the mobile home park closure process. The hearing will provide residents an opportunity to voice concerns and allow the council to appoint independent arbiters who will review public input and help determine the allocation of state housing funds.

Broadmoor Valley’s owners initially planned to close the park in December 2025, but the Minnesota Attorney General’s Office ruled that the first closure notice did not meet state requirements. A revised notice submitted in February now sets the closure date for March 2026, which city officials believe complies with legal standards.

The situation is further complicated by an ongoing lawsuit against Broadmoor Valley’s owners, Schierholz and Associates. The Minnesota Housing Finance Agency filed the suit in February, alleging that the closure plan violates a 2022 grant agreement. Under the terms of the $500,000 grant, Broadmoor Valley was required to continue operating as a manufactured home community for 25 years.

Although representatives from Broadmoor Valley, including its owner, were present at the latest council meeting, public discussion was not permitted at that time. However, residents will have the opportunity to speak at the upcoming hearing, where their concerns will be formally addressed as the city proceeds with the closure process.
