Proposed Ordinance Could Allow Up to Five Hens in Marshall Backyards

The city of Marshall is considering whether to allow residents to keep backyard chickens, as part of proposed updates to its animal ordinances.
Last week, the Marshall City Council introduced the proposed changes, which include rules for keeping hens alongside updates related to other pets and animals.
The ordinance changes would permit residents to apply for a permit to keep up to five hens, excluding roosters.
The proposed rules specify that chickens must be housed in secure coops or runs, with restrictions on their placement to minimize disruptions.
The updates stem from a review of similar ordinances in Minnesota cities such as Brainerd, New Ulm, Fergus Falls, Buffalo, Cloquet, and St. Peter, which already allow a limited number of backyard hens.
In contrast, some cities, including Worthington and Willmar, prohibit chickens.
In addition to backyard chickens, the proposed updates aim to align local rules with state laws, particularly in defining dangerous or potentially dangerous dogs.
Other changes would modernize the list of permissible pets, such as hamsters, gerbils, and guinea pigs, which were not explicitly allowed under the current ordinance.
While most council members supported introducing the proposal, Mayor Bob Byrnes expressed opposition, citing concerns about potential property disputes, ordinance enforcement, odor, disease, and issues related to aging chickens.
Byrnes noted he would elaborate on his objections during the upcoming public hearing.
The proposed ordinance will require a public hearing and additional council review before a final decision is made.
$2.55M Pharmacy Renovation Brings Big Changes to Avera Marshall

Avera Marshall Regional Medical Center is wrapping up a major renovation: a new pharmacy located on the first floor of the hospital.
The $2.55 million project aims to improve efficiency and enhance collaboration with the Avera Cancer Institute in Marshall.
The move from the third floor to the first floor offers several advantages. By relocating closer to the Cancer Institute, the pharmacy can streamline medication delivery for cancer treatments and specialty clinics.
The updated facilities will also support future clinical trial treatments, reflecting the hospital’s commitment to advanced care.
The new pharmacy includes specialized features such as its own air handling system, a dedicated “handoff room” for transporting medications, and two sterile compounding areas.
These compounding rooms enable pharmacists to prepare critical medications like IV antibiotics and treatments for infusion patients. Additionally, the design accommodates secure storage for controlled substances and expanded refrigeration for temperature-sensitive medications.
The renovation began in June, with careful planning to ensure no disruption to the existing pharmacy operations.
The first-floor space, initially used for storage when the Cancer Institute was built, has been transformed into a state-of-the-art facility designed for optimal workflow and future adaptability.
Although construction is nearly complete, final equipment installations and system tests are underway.
The new pharmacy is expected to be operational by early January, offering enhanced functionality and setting a strong foundation for the hospital's future needs.
